Bourbon County Jail vs KASPER

The county open-records page identifies the County Clerk as the designated Kansas Open Records Act contact for county records, with phone 620-223-3800 x100. The county says written requests are preferred to make the request clear, and a form is available but not required.
Kansas agencies must act on records requests as soon as possible and no later than the end of the third business day after receipt, but that does not mean every record is released. K.S.A. 45-221 lists records that are not required to be disclosed, including criminal-investigation records. Bourbon County Mail and Money
Friends and family mail does not go to the Fort Scott jail address. Non-legal mail must be addressed with the inmate name and inmate ID to Bourbon County Jail, P.O. Box 76550, Highland Heights, KY 41076. Legal mail still goes to Bourbon County Jail, Attn: Inmate Name, 293 E. 20th St., Fort Scott, KS 66701. The sheriff mail page says noncompliant mail may be destroyed, and photos are the only permitted enclosures, limited to 10 photographs per package on photo paper.
The official commissary page says online commissary purchasing is no longer an option. Money can be placed on an inmate's books through the kiosk in the foyer at 293 E. 20th St. Phone money is handled through InmateSales, but the sheriff page did not publish vendor fee amounts.
